There are already completely internal cooling systems like these for commercial purposes, with heat loads way beyond of what a CPU can be.

Hypothetically, if you could have a completely sealed system in a room with vapor monitoring, and a pump that would handle it, yes, it would work exceptionally well. You would want blocks and rad with extremely low restriction, since the stuff has a lot more surface tension.

Like gonX already mentioned, there are mercury loop cooling systems. However, they are designed to handle higher temps (i.e. >100°C)

A mercury loop will not perform much better than a water for PC cooling. Remember that the water's movement is what really transports the heat. Using mercury will only lower the thermal resistence between the block/liquid and liquid/radiator.

This is the critical part i.e. water boils at 100º so use mercury instead...

QFT. Using more conductive coolant will decrease the temperature difference between the surface of your waterblock(coolant side) and the inside of your radiator, which is only a couple degrees in a decent water loop. Even if you used a liquid with infinite thermal conductivity, your CPU temps would only drop a few degrees.
