I mean will it be ok messing with ram settings while pc is on?

You can't change CAS latency "on the fly" you need to do that in the bios but pretty much everything else can be altered.

RAS# to CAS# Read Delay, RAS# to Write CAS# Delay and Precharge Delay can be lowered to tighten timings (as can CAS in the bios) if your memory is up to the task.

Refresh Cycle Time and Performance Level can speed up your memory. Lower is better.

Select the desired settings after consulting you memory module spec sheet and hit apply, this instantly applies the settings, if your memory is not able to run the settings your pc will lock requiring a reboot.

It's really trial and error the same as all other overclocking to find the best settings for your particular memory modules.

I do not use Memset to "Save" settings, once I have a set of stable values I boot into the bios and apply them there. My personal preference.
