CPU-Tweaker 1.2 beta 8

Added a new window wich allow to change multiplier on Core i7 CPU (this function is available
on all motherboard).
Also it's allow to change Turbo mode, EIST and C1E (not sure it's work for C1E).
EIST must be enabled before change multi.
On AMD K10 it's possible to change VID and uncore multi too.

-Add two timings: "B2B CAS delay" and "Idle Cycle limit" on Core i7 CPU,
"Driver Weak mode" and "Power Down mode" on Phenom CPU.
