yes, but its recommended that you go straight up & down rather in a circle when sanding/lapping, as it is much harder to hold a larger object such as a waterblock or HSF flat to the lapping surface when sanding in circles - but make sure you rotate the part you are lapping 90º every 15 seconds or so to ensure even lapping - it also helps to make a X going from corner to corner on the base with a sharpie so that you can see when the IHS/HSF/water block becomes completely flat (when the sharpie is completely sanded off)

could u use a belt sander, and use different grit belts?

or am I just sounding lazy :P or what about a B&D Mouse sander thing that vibrates and sands quite effectively

nope

#1 belt sander grits don't go up to 2000+

#2 you wouldn't be able to hold the IHS/HSF completely flat on the sanding surface

#3 i personally wouldn't put my CPU atop a belt sander if my life depended on it

I'm confused..how do I know if my CPU has IHS..its a amd 64 3000, would I have it?

yes, yours has one - its the silver thing with the processor number and stuff on it - the silver "thing" is called the IHS, and is zinc-plated copper, so yes, you can go ahead and lap it

personaly i dont think its worth it just live with the extra heat and when the cpu dies just rma it lol cause u will still have the warranty lol
