I've just upgraded my case from a tiny MATX case to a CM 690 II Advanced, which has opened up a whole world of costly upgrade opportunities lol. Currently my 1055t is being cooled by an Akasa Venom, and I'm considering replacing this with a Thermalright Archon. I was wondering what kind of temp / noise improvement I could expect over my current solution? Also, I was wondering if the Archon can be installed with the fan facing downwards, blowing air towards the top of the case?

Hi and welcome to OCN.

The Archon is one of the best cooler in market, but usually the best performance is archived blowing air from front to the back side of the case.

Yes, its possible for the HS orientation with the fan blowing upward, check the Archon Club, I posted few pics there.

Tested both orientations and in my case I got better result than blowing backward.

and what about the sound?
is it louder than a CNPS9900Max?
I'm thinking of changing it for a Archon or a Silver Arrow because mine is pretty lousy once you get past 1200rpm....and the CPU temps doesn't drop that much
