He doesn't want his blades to spin; some people have warned that damages the fans. I've never seen a blade-stopper named, though. Just do it. As a personal preference I'd avoid metal things like paperclips.

just use paper or some carton or whatever that you can stick between the fan blades

Only for cleaning. Which means the fans are likely off and he wants to keep the blades from spinning from compressed air making them spin. Doesn't harm them.
