I have 4 fans (2 Enermax LED + 2 stock Fractal) that I'd like to add to a fan controller but the way I have my tower set up makes it impractical to be able to open the front door of my R4 and adjust fan speeds which is why a traditional 5.25" fan controller won't do. I was wondering if there are any good fan controllers which I can plug into my PCI slots & also be able to add 4+ fans to it in case I add more in the future.

You can definitely get fan controllers that are mounted in the PCI brackets. They are usually powered by a Molex.
FrozenCPU PCI Slot Controllers I haven't bought anything from them, but it's a good list of some different ones.
My R3 came with a PCI bracket FC, didn't the R4 include one as well? I know it only has capability of handling three fans, but it's a start.
