Any ideas for a LGA 1151 CPU fan cooler thats on paror even as good as liquid cooling? I know theyre both different just need some ideas.

Any dual tower and a lot of monoliths will outperform a CLC at similar noise levels. Just get whatever one looks best to you (Cryorig R1, NH-D15S, Dark Rock Pro, etc).

At same noise level almost any half decent air cooler is as good CLC at cooling .. and way more dependable. Air coolers last forever .. at least as long as we will live. Only thing to go bad is fan, which is easy low cost replacement and system will still run without fan or with any fan you might have until replacement arrives. With a CLC if the pump fails .. and that is what happens 99.9% of the time .. there is no cooling until cooler is replace. None at all.

Some of my favorites are the Thermalright Macho Rev.B/X2, Reeven Okeanos (with this, hopefully noise and yellow aren't a problem), Phanteks PH-TC14PE, Scythe FUMA, Thermalright Silver Arrow lineup, and the snexy CRYORIG R1 Ultimate.

I won't even suggest coolers until we know what your case, motherboard and RAM are. They all play a major role in what size and shape cooler will fit.
