As for the wires, the Intel CPU fan header is PWM. There is a power, ground, sensor, and control wire. With a standard 3-pin plug, you can only monitor the fan speed.
Adjustable 3-pin fan headers use the voltage to control fan speeds. PWM use the control wire to rapidly pulse the power.
