I would say RMA it, then instead of flashing the BIOS jsut overclock it the extra 20mhz or so (i went to 567) and save it to boot that way with ATI tool. Much easier and safer then flashing.

You've explained that. As the fan always runs at 100 percent, you can RMA it.

Well if it was from ebay did the guy give u the box and all? Because maybe you can RMA it through ATI. If now I would just say get an after market cooler for it.

good luck buddy, i have the same card and my stock cooling is giving me troubles too. but hopefuly it's just the stock FAN that is defective.

say, how "dangerous" would it be to turn the fan down on the stock cooler to 0%? could the card handle running at stock with just the hs on?

PLEASE READ THIS BEFORE USING FEDEX OR UPS INTERNATIONALLY
