The ASROCK Dula SATA can support either AGP or PCIe and does some good OCing. IT's usually under $70 here in the US.

The Nvidia GForce 6100 series MBs OC good too and price about the same and have onboard video which will keep you going untill you can afford an PCIe vid card.

yeah, if you're getting a pcix card, i would recomend it on your budjet.
Asus makes VERY reliable boards and they have all the support (software and hardware) you could ever need, ive never had to reach them though.

plus this one got the Nforce 4 chip.
