I would never send anything without an antistatic bag. It's an easy way for them to deny your RMA, refund, whatever. Don't take the chance. Call around to best buy, compusa, fedex office, etc. to get one.

I would call them but they are a fairly common item when shipping any electronics so I would say yes.
