Does using a USB 2.0 motherboard header and a 2.0-3.0 converter to utilize USB 3.0 front ports give you 2.0 or 3.0 speeds?

You will be limited to USB 2.0 speeds.

Because USB 3.0 transfers are done over a separate set of signal wires
