Quite a lot of 5960X can go to 4.5.
So is it accurate to say a 4.5 Haswell-E 8 core will cancel the IPC improvement on a 4.3 8 core Broadwell-e?

I wonder if Intel stated anything about price hike. Because i can't imagine there were no questions about such price jump for -X version.
