I dont think he will have a problem with cooling if he sticks with the board listed. The 650i offers limited OCing. So he wont be running much, if at all over stock voltage. The board doesnt offer the proper GTL Ref voltage the Q6600 needs to OC much higher then 2.8Ghz, which should be possible with max of 1.3v vcore.

Is there much performance advantage of having 2 x 8600GT? Selling both and getting a single 8800GT will be much more effective IMO.

get a 680i LT atleast...

my buddy r4v3n runs his q6600 at 4ghz daily with air on a xfx 680i LT.

Hey mate. I wouldnt even consider the E6750. You should have your sights on the E8400 Not only is it slightly faster but it runs cooler which yields higher overclocks. If your using air cooling then i would stray from using a quad as they just put out way too mutch heat. you wont even get near its overclocking potential using air cooling so its kinda a waste of money, however the E8400 will come close to maxing out under air, they just run so cool compared to the E6xxx series. Thats my opinion, hope you find it insightful.

I wouldn't bother SLI'ing the 8600GT. Just go for a single 9600GT or an 8800GT.

I wouldn't call the E8400 an "OC'ing beast". It has been shown to be unreliable at 4.0GHz and higher. The Q6600 takes a higher percentage overclock much easier and is a proven chip.

Quad > Dual.

I'd stay away from any card in the x6xx line, but that's my personal preference.
