$1500-$1700 would already fall in the "high-end" price range. Please see my build suggestion below but I cannot comment on prices from there so just take a look there. If you don't plan on overclocking you won't be able to make use of the unlocked processors so I'll keep them out of my suggestions and focus more on graphics card.
Processor - Intel Core i5 4770
Motherboard - AsRock z87 Pro3
Ram - Crucial Ballistix 2x4GB OR Corsair Vengeance 2x4GB for a total of 8GB RAM
Graphics - EVGA GTX 770 (Superclocked or Reference or Titan Cooling or ACX Cooler, your personal preference) OR Asus DirectCU II GTX 770 (Standard or TOP or OC, your choice) OR Asus HD7970 DirectCU II (Standard or TOP or OC, your choice)
Boot Drive (C:) - Crucial M4 128GB SSD OR Samsung 830 128GB
Storage Drive (D:) - WD Caviar Blue 2TB (Or whatever size you prefer)
Power Supply - Corsair HX650
Case - Cooler Master Storm Enforcer OR Cooler Master Storm Scout 2 (Usually your personal preference but these are what I recommend)
This should fall around your budget. If it doesn't, I recommend getting a cheaper processor like an i5 4570 or even a 4430. You can also go ahead and take out the Boot drive completely and just use your storage drive as your boot drive as well if you find yourself over your budget. An SSD will make a huge difference in loading times and overall responsiveness though it's not 100% necessary. Hope this helps. Cheers.
