To run at 1600 you need to oc it. The error can be from the mobo. You need the oc it to find out if it is the ram.
DDR3 2133 (O.C.) / 1800 (O.C.) / 1600 (O.C.) / 1333 / 1066.

wow these sticks are very finicky with the ram timings. I at first want to try 9-8-9, no dice, 9-9-8 Awesome, then i tried 8-8-9, no dice. Then i tried the 8-9-8, it works like a charm... Now to memtest it tomorrow, hope no errors pop up

I also set the Ram clock to ~1700

Obvious is obvious: your RAM doesn't like a tRCD below 9
Most PSC ICs hate lower tRCD.
I'd recommend going for the RMA because you're obviously not getting the performance promised for your money.

This one may be more off-topic, but here goes. Ignore G.Skill, drop some F-bombs at them if you have to, IF they tell you any BS such as "AMD requires higher timings for stability" or "this set of memory is not rated for the AM3 socket". It's just scam, RAM is RAM and should work on all platforms where the speed is supported, and most likely they'll tell you this at least once in the process of RMA-ing and make you want to buy something such as G.Skill Flares next time which costs more and doesn't perform any better. This is the only issue I've found with G.Skill tech support, otherwise they're pretty awesome. They need to realize that us AMD users need love too.

Circumstances forced me to go inactive back in 2014. I guess I'm back for 2016, but won't be active much! Cheers!

so it is recommended that i RMA it? .... that will probably take my computer out of commission for a week... oh well i can always use someone's laptop in my house

EDIT: ALSO, i was at first going to get GEIL ram, but then y'all told me no no get G Skill. Now y'all say service sucks.

Nah, G.Skill is pretty good.
Just saying, they're not as friendly to AMD users as they are to Intel users. So if they try telling you that and attempt denying you RMA, don't fall for it. You should be getting the performance you paid for.

G.Skill if you don't have a choice (but prepare for some hassle trying to get it approved)
I'd say Newegg as well though to keep it simple

alright i have sent in the RAM kit to Newegg. paid for 3 day shipping so within a week or 2 i will have new RAM kit and hopefully it won't be DOA

Do you have it set to 2T? My Dominator GTs will not overclock without 2T.
