When i start the GPU-Z it says like this: PCI Express 2.0 and if i wait a couple seconds in GPU-Z it says PCI Express 1.1

Pictures below

What is the problem ? The card s connected to the PCI 2.0 on my mobo.I don't have any usb 3.0 and sata III enabled in BIOS.

Try loading the card and see if it goes back to 16x 2.0.

If it does, it's just an idle power saving measure you've noticed and is nothing to worry about (changing window's power profile to high performance might stop it, if you feel the need to).
