Last time I checked (quite a while back), SLIing was only as fast as your slowest card. My friend recently told me that changed. Can someone explain it to me before I purchase a lower clocked GTX580 for SLI? Mine is 797 and his is 782 (etc for everything else.) What has changed exactly?

If one card is 800mhz and the other is, idk 850mhz, both cards will run at 800mhz. It does run at the lower speed.

That's what I thought. I can just as easily overclock the lower though to the higher yes? As long as temps are okay at least.

The cards can work at independent clocks, especially in the case of the 600 series where each cards boost clock is independent.
