General TDP at stock:
2x 8800GTS = 300w
QX6700 = 130w
Motherboard = 75w
HDD = 20w
RAM = 15w
DVD Drive = 20w
Plus case fans at 2w each and any USB devices.

You are looking at around 570w total demand there. A 600w should be able to power the system. However, under maximum load and/or overclocked... it will tax it. Generally, you want a 30-50% headroom on PSU to run it nominally.

To answer most of your questions: (1) a fridge cannot cool a PC (2) 64-bit OS for over 3.4GB (3) If a PCIe card fits, it should work (4) Resolution, not screen size (5) Report, not respond to Spam (6) Single-Rail/Non-Modular PSUs are not always better than Multi-Rail/Modular (7) Sequential does not matter as much as random for OS drives (8) Requirements come before hardware for servers

Don't let him hear that, he has a Forton (FSP Group) 700 watter. A 600 watt GXS should do the trick, although you could grab a booster for one (or both) of the video cards.

Multiple that number by 1.6, and you'll have headroom.
