Just got my backplate and i see on 1 side there is the thin plastic film thats easily removed but on the other side (the side that makes contact with the card) there appears to be this harder film and i wasnt sure if im supposed to remove that as well or if thats there to protect against a possible short.

Since the 780 doesn't have chips on the back of the card it's probably safe to leave on. I have a Titan back plate which has the pad for the memory chips so that's my barrier. I would assume the harder plastic is the case with the classy back plate.
