I would completely uninstall video drivers and reboot. Then install the latest whql drivers.

very strange indeed..

nothing appears to be wrong with that.. have you tested your CPU at this speed before? Just so , you know its not a vcore/NBv issue or something.

got me stumped..got a think a bout it for few.

I'm going to uninstall video drivers completely again, drop processor to stock settings, same with RAM, and rebench with all stock settings.

Uninstalled/reinstalled video drivers, returned Q6600 to 2.4ghz, dropped 10fps in 3dmark.

SIGH i have been having no luck at all recently with this stuff.

Have you disable the CPU power consumption "C1E and SpeedStep" If you have them on, try disable them.

I didnt see anything in the bios (did crtl+F1) for Speedstep, but C1E is disabled.

Is there a program to test CPU performance/GPU performance on their own? So i can narrow the problem down.

Also, I was thinking perhaps reformatting/reinstalling Vista might help, since I went from a AMD dual to Intel quad + mobo etc. Think this could be a factor?

ohmeh.. yes indeed. You probably have soo many driver conflicts and registry entries that go nowhere, its ridiculous. Re-install.
