Less watt requirement would equal less amp requirement, the two are linearly related. If memory serves, its a 1/12 relationship where 1A basically equals 12W, but don't quote me on that.
However, I seriously doubt underclocking one's gpu would overcome a lack of psu amperage in very many cases/scenarios. You'd have to be *REALLY* close to the edge of having enough power.
I also seriously doubt that there is ANY 600W psu in the world (unless it's made by like Deer or Powmax or similarly cheese-ball mfg) that cannot power ANY reasonable rig along with any single gpu video card.
I'll also add that I ran my sig rig with a 400W psu (granted, it was a very nice unit) for quite a while with no problems. It had 15A + 15A on the two rails.
Are there symptoms of problems, or are you just freaked out about the specs w/o having actually tested the rig?
