(you can drop down to a 2500k but you loose ppd)
2 x 2GB DDR3 1600 1.5V - $30
(need the dual channel for bigadv performance)
Hyper 212+ - $26
High rated Bronze PSU with a 20A 12V rail - $40

Total = $506 + shipping

find a sata laptop drive used or get a $35 one off newegg

Better yet go for the 2133MHz RAM for 25 bucks more, and with P67 you'd need a GPU. I don't know how much a Z68 board will cost you but then you don't need a discrete GPU and power draw will probably be a bit lower.

If $450 is the hard limit shipped then this looks like it would work, other than it says there are additional fees shipping to Hawaii.
