The driver should scale well good! inanimate objects are never well

Athlon XP 1700+ 1.4GHz to 2.39GHz

Crossfire has a history of scaling better then SLI and CrossfireX only improves upon the scaling. Especially in DX10. This isn't as much as an advantage as evening out the playing field.

I think you mean the Ultra outperforms the 3870x2. Which it doesn't, infact the 3870x2 is as much as 40% faster. Only time the Ultra wins are in games only 1 3870 is enabled which is a driver problem that will be further hammered out in the next release of Catalyst that includes CrossfireX as well.
