Quick question about H70 copper plate removal - Overclock.net

So today I took the 10 screws out of the bottom of my H70 (the ones that screw through the copper plate into the H70) and just would like to know 2 quick things

Will removing the copper plate and putting it back on cause problems (will there be air in there now)?, There is water right to the top of the hoses, ( I can actually see it)
Can I just get a syringe full of distilled water and fill it to the very top of the housing and screw it back on (fill it right to the brim so there is no air in there)
Also what is the liquid that's in there ?? is it harmful or is it just regular coolant.
