Seasonic m12ii really noisy, what's wrong?

I just did my first build and noticed that the PC is pretty noisy. I opened the side to investigate and I've discovered that it's totally my SPU.

I have a seasonic m12ii. It's in a define r4 (known for its sound dampening) and it's only powering a 4th gen i5 and gtx 660.

The noise level is like having a cheap summer desk fan in front of you on a low setting.

What should I do? Is this normal? Should I send it back to new egg. I bought it for $60 which was I think 60% off. I don't need the wattage. Maybe I'll return it for a new one.

I think its broken most reviewers say its one of the most silent units you can buy

has nothing to do at all with your PSU
