Yep, CPU. Would be good to give a budget for your new CPU, and what motherboard you have. I couldn't help recommended one though, I'm an Intel guy myself.

You can do that, or you can fill it as the pump runs if you are fast enough. Second option saves time but has more risk of the pump running dry.

Same way you would with any other pump, short the PSU/use a test PSU. I hate bay reservoirs with a passion.

You won't be able to return the CPU, period. Technically, it's still property of Intel. Sounds like the CPU is bad, although the BIOS could need updating on the motherboard to support it, for which you'd need a supported chip (i7 920 or...
