I think your best bet would be to do some research and head down the custom loop path. Will perform better than cutting up other coolers and trying to make them work together. Take your time to find out everything you need first though.
I did $1500 for cost of CPU + Mobo + DDR4, and it is a high guess. July 1 just as it's mid year, obviously no true idea.
Assuming a ~$1500 cost and a release mid year, I have a goal!
For a mere $20, I would do the step up, and then in the future you can always SLI 770's.

Since it doesn't work in any slot while another card does, it sounds pretty dead to me. One last thing to try is put it in another computer and see if it works then. Otherwise, I think you'll need a new card.
You should look into Haswell. Only get the 4770k if you do more than gaming such as streaming/video editing/etc. Why 16-32GB of ram? Gaming wise, 8GB is the butterzone right now but I could see 16GB becoming more useful in the future.
