Go for gentle typhoons. They cost less than those noise blockers and are fantastic fans with good static pressure. http://www.performance-pcs.com/catalog/index.php?main_page=product_info&products_id=24749

Yeah that looks like flux + oxidation to me as well. Should always thoroughly clean your radiators before use. They are notorious for gunking blocks up. To clean that I would recommend a small toothbrush with water + vinegar combination....

Do one loop. It is cheaper, easier to maintain and there is no difference in temperature. It has been debated over and over again, but a single loop will have negligible difference in temps from two loops while being easier to handle.
With extremely simply modding (popping some rivets out) you can fit a 240 in the bottom compartment. You can also fit a 480 up top (although you lose the use of 2 of the top slots). There have also been people who put a 480 or a 360 in...
It is not a good idea to use different fans in a push/pull orientation because the difference in pressure that will be created. The faster fans will force the slower fans to speed up wearing out their internal bearings and shortening...
The mcp35x would be a nice choice as the above poster said. If you are going for looks as well as efficiency then I would go with the mcp355 and put a top on it. Tops have been proven to improve the flow of the pump by a great deal and...
