set you bclk to 191 and your multi up to 21 and test. I found that with my i5 i could run it much higher with an odd bclk and multi.

I had a phenom 9550 at 2.2 ghz and it would bottlekneck a gtx 260, so im pretty sure that card isnt getting all its asking for.

another note to add. Take you qpi frequency off auto and set it to the lowest setting.

those settings look good, you could try upping your cpu pll to 1.9 and then retest your overclocking with blend settings.
