Does the H80i control the pump speed based on CPU temperature? Sounds like something is slowing down when the CPU temperature drops, and as you said your fans are running at a constant 12v that just leaves the pump.

As far as I can remember the stock TIM on the Hxx coolers is Shin Etsu, some pretty top notch stuff. I would use stock the first time you mount it.
