Zotac 650TI would be a great card, quick, quiet, extremely short and quite inexpensive.
A 7950 would work fine with that PSU with some room for overclocking it a bit
If you're looking at the nvidia side of things, the 660TI is a perfect card, runs cool, overclocks well, and uses less power.
If you want to go with Nvidia a 650Ti w/ boost or 660 will be significantly faster and the same price (or cheaper), use less power and run cooler. for ~ $130 that 560 TI 448 would be a decent deal but not $180
