Try putting mesh quality on low. It's basically draw distance and it has a huge impact on CPU use. I noticed huge drops as well running 7970+7950 crossfire (around 60 fps AVG). I changed mesh to low and my FPS stays 100+ and the game...
$40 will be tough to get a reliable PSU that will last. I'd look at the used goods in the OCN marketplace. You might be able to score something decent for $60ish. $40 for a new unit from the egg will be junk.

If all you want to do is browse web and stream video, you'll be fine. However if you want to play any game released in the last couple years then no, do not use that card. I run 1440p and can tell you that if you want to play demanding...
In BF3 I'm usually around 2.5GB WITHOUT MSAA or Post Processing. If I turn those on I easily max out 3GB and the game crashes. Same goes for heavily modded Skyrim - turn on AA and max out 3GB = crash.
If I were you I'd look at more...
