It can't be a bottleneck issue, since I have the same issue and with Witcher 2 during cutscenes my gpu usage ramps up to full amount. The op's 2500k should be more than sufficient since my 1090t can full load both gpus on Witcher 2.

I get about 70-80, interested to see if someone has a fix.
