Task Manager is only reporting what it thinks the load of each core is, the CPU does some internal load balancing on it's own which makes any software monitoring tool completely useless. I wouldn't really worry about it.

1950MHz is already very high for a 7970, most 7970s top out at 1800-1850 MHz on water.
