They don't care that much ? I wouldn't expect that from intel
I've ordered Intel 330, and recived sealed box, but SSD case looks second hand. I mean, upper part is 'shiny-new', but bottom looks worn, or like it was refubrished. Should I return it and try to change? Or is it intel's normal practice...

It is available. it's another 10$ more than seasonic. And isn't 430W an overkill for this spec ?
Unfortunately not in US. I can get: TONS of generic noname PSUs under 30$ which I won't post, even I know they are crap... FSP350-60APN ~37$ Enermax ENP350AGT (NAXN basic) ~46$ Seasonic 350ET F3 ~48$ (is eurocase 350et same thing ?...
Are you sure ? I've always considered tagan PSUs as good if not top tier. At least it's not as empty inside as generic cheap PSUs... So if it won't do, is FSP350-60APN/CM Elite 400 ok ?
