don't use resistor, use at least an LM7812 instead.
just like your attenuator (or pot) on your pre-amp, the output voltage of the resistor may vary as you change your fan.
since the impedance may vary for each fans
I mixed Delta, Denki, PAPST, and Adda inside my Cooler Master Case and never feel guilty
and even when you stick to a single brand for your case fans, your PSU fan might differ by itself, me think
