You can always try to add a small cooling fan to the northbridge chipset and see if that helps with FSB overclocking. I used to own a e8500 and p5k-e setup and I can run higher FSB pass 500mhz with a thermaltake chipset cooler.

My system runs fine with a corsair cx400 so you will be fine with a tx650.
