Okay, run a HDD Diagnostics, if that shows no problems, go back into you Bios, and make sure you didn't accidentally initiate RAID mode or something...and after that....you just need to re-burn your ISO at a slower speed, 4x or slower.

Your Bios settings are fine, you're getting a Windows 7 Install fail for another reason. Is your CD scratched?
