If your not gaming on it, the 480 will just be a waste.
An i3 would be more than enough for 1080p video.
If you can get 2x8GB cheap go for it otherwise stick with 2x4GB
do you have an AM3+ motherboard? if so you could drop in a piledriver 6 core and call it a day
if not a 1090t would be good if you can get your hands on one. I was using one not to long ago and it treated me well with games and encoding
