Hmm... Where should I put fans? Bottom of the radiator or top of the radiator?

1) Should I put fans top of the radiator or bottom of the radiator? 2) Should I pull air from outside to radiator ---> to inside case or Should I pull air from inside to radiator ---> to outside ?

What is AP15 brand?
