Yes it's faster, but really not by much: Minimum upgrade I would go from a gts 450 would be a gtx 650 ti/7790.

It existed at the same time as the h110. There are reviews out there, the h90 preforms similarly to an h100.
None of those will really be a reliable overclocker (unless that GA-78LMT-USB3 is rev 4.1, which it looks like it isn't), they're cheap for a reason. They all look like they have 3+1 vrms, which is bad for overclocking:...

I've heard micro-usb connectors are really fragile, maybe yours got bent slightly somewhere.
Not sure but just to give you an idea the 5870 is pretty much a 7850 with 1gb ram instead of 2gb.
