Most Deneb core chips top out right at 4Ghz from what I have seen. My C3 stepping Athlon II hits 3.9 fairly easily, but volts have to go up a lot past that. Ram shouldn't affect your OC much if at all with a BE, as long as it is stable...
FX is not slower than 960T/1100T unless you are talking about stock speeds. 1100T sits in the lineup like so (FX chips at ~4.8Ghz, 1100t at ~4.3Ghz, Phenom II at ~3.9Ghz) FX-81X0 > 1100T > FX-61X0 > FX-4100/Phenom II X4 940 i3-2100 is...
I would go with some 1866 ram just because its relatively cheap and can clock down to 1600 with tighter timings if you get the right stuff. For the CPU though, remember that the FX-4100 will overclock at least 10-20% on the stock...
I actually have another rig which is not in my sig atm, Phenom II 940 in a random micro ATX board running at 3.7-3.9 depending on ambient temps. The FX-4100 @ 4.6-4.8 was faster in WoT, which is single threaded so core count doesn't...
I would have to say that the FX-4100 and FX-6100 are the best buys for FX processors. Cheap, more tweakable than their modern Intel counterparts, and faster after tweaking is applied. The last part is key, the chip has to be faster...
Used FX and Phenom II OC'd bunches. FX-4100 @ 4.6 Ghz is much better than my Phenom II @ 3.8Ghz in most games. Support for new instructions is good as well, you wont notice it now, but it could rear its ugly head later when that killer...
x2 7750 is an older chip, which topped around 3.0-3.2Ghz. Working as intended. 960T on a good board will not disappoint.
Newer MSI boards with 4+1 are not that bad, and the FX-4100/4170 are probably not going to kill the VRM's unless you are pushing 1.5v or more. Ran mine on an ASRock 4+1 board at 1.6v, just needed fans on the VRM heatsink.

Build a computer small enough to fit into a small RC plane and use one of those fans for propulsion / cooling.
