You are being slightly limited by cpu due to core 0 usage being so high (usually the main thread of a game is on core 0). If you had a better motherboard Id say push it to 3.9-4.0Ghz, but I doubt a 870 based board has enough oomph left...

Your seem to be only slightly lower than average for your setup in 3DMark 2011. Found some original Crysis benches with the 6990 (in a 2600k system) showing 44fps average with no AA at 2560x1600, so mid 40's @ 1920x1080 4x AA should be...
I believe he was referring to the middle SS, Which sows the CPU cores are around 70-80%. Though there are hitches in GPU usage, which could be from moving around in game... like a bottleneck from platter HDD's. It kinda looks like...
If it was crossfire HD 6990's (quadfire) you could say that its a cpu issue, but its not. @OP, define maxed out. What res, transparency AA, etc. oh, and 3DMark 2011 may be better to test with as there is a huge database of results...
We need to get you performance at least to baseline where it should be first. Otherwise you will be OC'ing for nothing as its possibly a software or configuration issue. Ill see if I can find benches for a similar system for...
A Phenom X6 at 3.4-3.6 should be sufficient to run a 6990 and not be cpu bound in most any situation. Dual GTX 570's arent limited in most games, and triple GTX 570's are where the CPU limit starts to be more visible. I believe that...
Sometimes you may need to drop back 2-3 steps for total stability as well. I have cards that will run 50mhz over the stable speeds, but give visual artifacts. Off topic but some what relevant My GTX 465/470 will do almost 100 Mhz over...
The VISION control center is the "easy" mode of Catalyst Control Center, look for an option for "Advanced" mode somewhere in the menus at the top. Overclocking Terminology 101 CPU_NB (often shortened to NB): The memory controller and...
I think were all forgetting a few things to check with this kind of problem on a multi-gpu setup. Have you downloaded the latest drivers from www.amd.com for your HD6990? Have you updated motherboard drivers from the manufacturers...
