That really depends on what rad you have in your system. If the rad is not large enough to cool the water down by the time it gets back to your CPU and GPU's it will not cool correctly.

Well I have three rigs a FX-8120 FX-8350 and a i5 3570K and as far as gaming both of my FX rigs have no problems at all keeping up with the i5. I have not used any FX CPU lower than the FX-8120 so I really can't say how well they perform...
