This is painfully old, and I've seen better "flying cars" than this.

Another analysis is that the reason they have the Red mountain in morrowind and the imperial tower in cyrodiil is because during a daedric quest you go very high up in the sky and you can see the imperial tower and red mountain from there.

I'm thinking Fallout 4 or Skyrim expansion/DLC.
