In my opinion, just bump all the voltages to the max:
+93 mV core.
+100 mV memory.
+50 mV aux.
Power Limit to 300%.
This has got me 195 MHz on the core and 500 on the memory. Try it and see what happens.
Go to the Lightning Owners Club here on OCN. There is a guide on which BIOS version to use. My Lightning came with the original LN2 BIOS which does 300 on power limit and 93 mV on the core. Not to mention all the other voltages.

Tried the LN2 BIOS with all voltages maxed out? If you don't tinker with the voltage, I believe a Lightning will clock the same as pretty much any other GTX 680.
