I'm running a koolance block on my REIV, but you can't go wrong with heatkiller or EK IMO.
I'd recommend water cooling the VRMs on x79. These hex-core CPUs draw an insane amount of current. Heck even at 4.6ghz I'm watercooling my VRMs.
I think in the thread where Koolance announced that block they said it's aesthetic upgrades only, no different in cooling performance.
This was already posted, but I'm running dual quads in my Little Devil LD-PC V8, they fit without any hassle and I have room for a third. I think the top position even supports quad 140s.

For LGA 2011, i'd say it's worth it because the VRMs get so hot. Also if you have a rampage IV the chipset fan is ridiculously loud, the full cover blocks are nice for that alone. I have mine set up this way: RES -> PUMP -> CPU ->...
