CX600 is fine for that rig... have you tried re-seating the GPU in the PCIe slot?

Uhh.. it's a full computer if you add a HDD. lol Add a 7770 to that rig and he'd be able to play just about any game out there, especially the ones you listed. Fallout could easily be maxed out on that system and he'd have the option...
